I. Intensify information dissemination on the principles and objectives of the PCPICOP, relevant laws, mandates and regulations.

II. Monitoring and evaluation of the adherence and compliance to the principles and objectives of the PCPICOP and other relevant laws, mandates and regulations.

Plans, Programs and Activities: a) Design monitoring and evaluation programs; b) Design disciplinary measures to offenders and reward & recognition mechanism to compliant members.

B. Effective Partnership

I. Establish a mechanism to effectively address problems and issues relative to regulatory requirements of controlled substances.

II. Urge all concerned individual and entities to officially register and apply for licenses.

II. Monitoring and Evaluation of the participation of all members in the activities of CPIOPI.

D. Alliance for a Drug-Free Philippines.

I. Active collaboration and cooperation in the mission and advocacy.

PHILIPPINE CHEMICAL AND PHARMACEUTICAL INDUSTRY CODE OF PRACTICE (PCPICOP)

The Code aims to implement uniform procedures in handling transactions of controlled substances especially on suspicious orders/diversion of controlled chemicals for the illicit manufacture of dangerous drugs.

  • Order/inquiry from person/company with no use for the goods

  • Specification of use for which the goods are unsuitable

  • Lack of familiarity with the product, and business acumen

  • Inquiry/order from person/company with no relevant business track record

  • Request for packaging/labeling not in accordance with the normal commercial practice

  • Request for delivery via strange or dubious route or airfreight

  • Collection of goods in private vehicle

  • Payment in cash even for large purchases

  • Packaging or labeling requirements inconsistent with shipping mode or  destination

  • Irregular ordering patterns and unusual quantities ordered

  • Delivery to a post office box or other incomplete address

  • Failure or unwilling to supply a telephone number or an address

  • Absence of standard business stationery

  • Reluctance to supply a written order

  • Orders by universities or well-known companies where normal arrangement for ordering are used but delivery is requested to a specific individual or a different address

  • Offers to pay a higher price than the regular price so that the order can be delivered immediately

  • Orders by companies which are not known and cannot be readily traced in trade directories

  • Orders for chemicals with delivery instructions where the cost of delivery or routing exceeds the cost of the merchandise.

INDICATORS OF SUSPICIOUS ORDERS/INQUIRIES

Indicators which can be used by the industry to identify suspicious orders/ transactions/ customers, but not limited to the following:
